At minimum: a penny sleeve, then a toploader or a one-touch magnetic holder for display. For a grading submission you need semi-rigid card savers instead of toploaders — graders reject toploaders — plus a team bag and a rigid shipping box.

Do toploaders work for PSA submissions?

No. PSA and the other major graders ask for cards in penny sleeves inside semi-rigid holders such as Card Savers, because toploaders are difficult to remove a card from safely. Sleeve, semi-rigid, team bag — that's the submission stack.
